      Overview
The District of Columbia Fire and EMS Department is responsible for providing fire protection and EMS services for the District of Columbia. The District has many challenges including limited water-crossings; proximity to jurisdictions within Maryland, Virginia, and the Federal government; a diversity of land-uses; and perhaps the most important factor, it being the capital of the United States.

Numerous mutual aid stations assist DC on a daily basis and requests for mutual aid are accomplished on the National Capital Region (NCR) Fire Mutual Aid 1 Channel - VFIRE23 which allows agencies within the NCR to provide an organized and structured response. In reality, VFIRE23 would (once 800 MHz Interoperability is accomplished regionwide) be used to access both Maryland and Virginia channels. However, in the game, VFIRE23 contains Virginia units while Maryland units are accessed from their county jurisdictions.

Washington, D.C. is part of the Maryland Institute for EMS Systems (MIEMSS) Region V. This means medical consultation occurs through MIEMSS' Emergency Medical Resource Center (EMRC) regarding patient information and transport. Further, helicopter EMS services are coordinated through EMRC's SYSCOM. These are simulated in game via the National 800 MHz Mutual Aid - 8CALL90 functionality.

Metro Washington Council of Governments (MWCOG)
The following prefixes dictate from which jurisdiction a particular unit originates (e.g., PGFD Engine from Station 16 would be E 816; the second engine from the same station would be E 816B, and so on):
      0 – Washington, D.C. (no prefix)
      1 – Arlington County, VA
2 – City of Alexandria, VA
3 – Metro Washington Airport Authority (DCA and IAD airports)
      4 – Fairfax County, VA
5 – Prince William County, VA
      6 – Loudoun County, VA
7 – Montgomery County, MD (uses MCFRS Lst ID 72026)
8 – Prince George’s County, MD (uses PGFD Lst ID 65117)
9 – Frederick County, MD (uses FCDFRS Lst ID 76975)
10 - Charles County, MD (uses CCVFE Lst ID 76489)
11 - Fauquier County, VA (not yet implemented)

      Unit Number Designation
Unit numbers are determined by the following schema (with minor local variations):
      Engine - E###
      Engine Tanker - ET### or E-T### or EW###
      Brush Engine - BE###
      Medic Engine - ME###
      Paramedic Engine - PE### or E###P
      Paramedic Rescue Engine - PRE###
      Rescue Engine - RE###
      Rescue Brush Engine - RBE###
      Water Supply Engine - WSE### or E###WS

      Tanker - K### or W###

      Truck - T###
      Aerial Tower - AT###
      Paramedic Aerial Tower - PAT###
      Tower - TW###
      Tower Ladder - TL###

      Rescue Squad - RS###

      Ambulance - A###
      Medic Unit - M### or MD###
      Paramedic Ambulance - PA###
      Paramedic - PM###

Units without an alphabetic designation at the end are that station's first due unit (e.g., A 30 is the first due Ambulance from Station 30). Starting with B, stations' second, third, etc. units are suffixed with the corresponding letter (e.g., A 30B is the second due Ambulance from Station 30).

      ALS Providers
In the District of Columbia, ALS/Paramedic personnel staff Trucks & Towers first. Then, any additional ALS/Paramedic providers are used to staff either Engines or Medic Units. In the game, this is accomplished by making available both Paramedic Engines and Medic Units, using conditional statuses to determine on which apparatus to staff the ALS/Paramedic provider. Use your best judgement as to whether you should dispatch the Paramedic Engine or the Medic when 2 ALS providers are needed for an incident.
